1. Don't mention the cancellation fee.
2. Call them short-term pro-rated memberships.
3. Try this: "If you aren't sure how long you want your membership for, your best bet will be to sign up for an annual membership on monthly bill pay.  If you decide you want to end your membership, you will only have to pay a cancellation fee equal to the cost of one month but will get the lower monthly rate while you are a member."
