Is there any way to cause an flv to cache so that it does not reload
every time the page with the REOPS player is displayed?

If you're using progressive download video, that will get cached. If
you're streaming your video, there is no way to cache it in the
traditional sense, though if you're using a CDN, they may cache it on
an Edge server for easier access.
