What is the Baltimore phone number for customers to complain about
delayed mail and other problems? They want to know.

I have an old Baltimore directory from 2002.  There are different phone numbers for just about everything you can think of except customer complaints.  The closest I can come to is Customer Service Support which is 410-347-9623.  The manager of consumer affairs is 410-347-9631.  If they can't help, then maybe they can give you the number you need to call.  It's called "passing the buck"!

The phone number is 1800 ASK USPS.  Then go through consumer affairs.
