If you have used or are planning to use the State Historic Tax Credit program, you may be aware that some administrative changes are happening this summer. The Iowa Department of Cultural Affairs is holding a meeting and requesting input from stakeholders who may be affected by changes to the program. Details below.

Historic Preservation Tax Credit (HTC) Program.

HTC Stakeholder Input Session

Debi Durham, director of the Iowa Economic Development Authority (IEDA), and Mary Cownie, director of the Department of Cultural Affairs (DCA), will make opening comments regarding the transition of the administration of the HTC program and will share the Administrative Rules that have been drafted with input from representatives of various stakeholder groups. A draft of the rules will be available for early review by close of business on Aug. 4, 2016. You can access those here on Aug. 4.
IEDA plans to present the Administrative Rules to the IEDA Board on Aug. 19 for “Approval to file the Notice of Intended Action” – essentially the start of the rulemaking process. Once those rules are filed, there will be additional time for public input. However, it is our hope to review the suggested adjustments to the rules of the HTC program and to solicit feedback even before we take a draft to the IEDA board.
