We're sending out several witness slips, but I wanted to highlight this one that we oppose.

A bill to extend the pilot project for chemical recycling of plastics through pyrolysis to 2027 could be heard in committee as early as Tuesday.  It is HB1616 and we oppose it.

Pyrolysis and gasification use chemical and physical means to turn plastic into other compounds, often turning it into fuel that is burned.  Pyrolysis and gasification also come with many of the same detrimental effects as traditional incineration. Pyrolysis generates “possible toxic residues such as inert mineral ash, inorganic compounds, and unreformed carbon” and can result in toxic air emissions such as “acid gases, dioxins and furans, nitrogen oxides, sulfur dioxide, particulates” and more.

INSTRUCTIONS TO FILE A WITNESS SLIP

Before beginning, we recommend clicking the "log on" button on the very top right to create an account.  While you don't have to do this, it will enable you to view or edit any slips you enter at a later time.

Under Section I.  Identification, input your address or information.  If you are filing as an individual, put your home address.  If you are affiliated with an organization, but not authorized to represent it, you might include the information under "Firm/Business."
Under Section II. Representation, it is recommended that you enter "self" or NA, unless you are authorized to represent an organization.
Under Section III. Position, be sure to click "Opponent."
Under Section IV.  Testimony, click "Record of Appearance Only."

Then agree to the terms, fill out the Captcha, if applicable, and then click "Create Slip."
