modified settings to eliminate spam

I modified the settings for the RENew/Coalition Active Transportation google group. I will now moderate all messages to avoid spam. Also, if new people want to join, they will need to ask for an invitation from me.

Sorry to let some spam through. I wasn't aware that this list was the source.
