Is it possible to have RTM send a notification when a task is completed? I would like to use the api to process notifications like this, but only see that kind of functionality in IFTTT or Zapier.

The API doesn't provide any functionality to send push notifications. Your best bet is probably to create a web service that can check for completed tasks and then send an SMS.
