I have been editing the levels of verses happily in the past, but am now unable to do so, whether in the Android app or on my PC, because the levels are not showing in the edit screen.

Unfortunately, there was a bug on the new server that caused it to omit the date when a verse was committed. Level and "committed" date are only editable (on Android), if the "committed" date exists. The functionality will reappear if you remove the account from your mobile device (make sure everything is backed up on my.remem.me) and add it again.

It seems that the levels can now only be edited for new verses added since taking the steps that you mentioned. I have tried removing the account, and removing and re-installing the app but the "committed" dates have not been restored. Are the dates stored somewhere?

Are all verses affected or just verses on level 0?
There was still a bug that would affect the latter. It's fixed now.

The normal review frequency progression is 1, 2, 4, 8 days etc, but what are the progressions for the other four possible review frequency settings?

Memorisation is most efficient when the brain recalls the learned items in increasing intervals (spaced repetition). Remember Me uses an exponential algorithm to calculate the intervals (similar to Pimsleur).
"Normal" means, you will review your verses after 1, 2, 4, 8, 16... days, i.e. 2 to the power of the verse's level.
The other bases are 1.25 (very often), 1.5 (often), 2.5 (rarely), 3.0 (very rarely).
often: 1, 2, 2, 3, 5... days
rarely:  1, 3, 6, 16, 39... days
The other component of the algorithm is resetting a verse's level to 0 after a failed review (similar to Leitner). This makes sure that difficult passages are reviewed more often than easy ones.
