This is a formal Request For Discussion (RFD) for the creation of a North American wide moderated Usenet newsgroup group.name.  This is not a Call for Votes (CFV); you cannot vote at this time.  Procedural details are below.
 
Newsgroup line:  rec.paranormal.abilities. North American discussion on spiritual gifts, paranormal abilities, psychic phenomena, and the spiritual realm.
 
RATIONALE: rec.paranormal.abilities.moderated
 
Discussions about paranormal phenomena regularly peak the interest of numerous newsgroups, particularly in the UK. However, the cultural differences between the UK and North American participation create a barrier for the North American participants in learning or contributing to the theme of the group.  A dedicated newsgroup for these discussions for North America only will allow focus on the subject of interest and will provide a medium for scientists, spiritual consultants, skeptics, and curious lurkers to give and ask for advice on spiritual matters. The group should seek to stimulate interest in matters that are real but not visible to the eye or which may appear to be unexplainable to the common lay person.   The growing interest in the spiritual realm in North America appears to be growing more than religions.  The objective of this group is cultural based as the result of obvious cultural differences found between the UK and North Americans who critically flame each other in uk.rec.psychic far more than discuss paranormal phenomena/the spiritual realm.
 
CHARTER: rec.paranormal.abilities.moderated
 
This group is for discussions and the dissemination of information related to the invisible world of psychic phenomena and the spiritual realm. The scope of this group covers subjects related to spiritual gifts, psychic phenomena, scientific findings and perspectives on the unseen but physical world, and all non-religious spiritual matters.  This group does not cover Occult Practices and studies such as Tarot, Astrology, Ouija Boards, Runes, Witch Craft, Priest Craft, Satanism, Demonology, Religion, Paganism, nor any other occult, cult, or religious practices or studies except when applicable to the study or discussions related directly to paranormal phenomena; however, the practice of mediums (John Edwards, for example), experiments with various gifts (cross country telepathy, for example), discussions on spiritual gifts, how they work, and how to use them properly and to the benefit/advantage of those who have them, and other such participation will be encouraged and acceptable.  Cross-posting will be prohibited/discouraged to maintain focus on subject matters presented.
 
Moderation policies:
 
Primary moderation will be done by Uncle Ñoño <TheKingstonF...@hotmail.com> within the discretion of and under the direction of the membership of the Kingston Family Website <TheKingstonF...@groups.msn.com> eligible to moderate until or unless the present membership votes to have another Primary moderator with whom they are more comfortable with.
 

Secondary moderators as a whole have the right to override decisions made by the primary moderator, but postings by non-moderators agreed upon by all moderators for posting will be posted by the primary moderator who will be voted in by all moderators.  However, all moderators will be able to post freely without a vote and as one would post to an unmoderated newsgroup.
 
Moderation guidelines will evolve as moderators come and go through attrition, voluntary withdrawal, or banning for cyberspace misconduct.  The intent of the guidelines is to maintain a stream of discussions within the given theme of paranormal abilities and to limit flame wars and encourage more paranormal experimentation, discussion, and challenges.

Dear Friends and Family in The Kingston Family Website and news.group:

Thank you all for your consideration relating to my initial attempt to
create a newsgroup with the indicated yet specific needs mentioned in the
RFD for rec.paranormal.abilities.moderated.  After unsuccessfully rallying
the support of members of my website as you can see from my RFD and trying
to learn how to create a newsgroup at the same time, I'm afraid my ignorance
on the subject of creating a newsgroup is way beyond me AT THIS TIME.

OBJECTIVE
I admit that I require further education on the subject of creating
newsgroups, but due to my current inability to find sufficient assistance
and support in the matter of newsgroups I have at least FOR NOW put my best
foot forward in pursuit of something that has only been a discussion among
US and Canadian posters to uk.rec.psychic and other newsgroups without any
other hope of manifestation of the discussed creation of a North American
newsgroup with a common intent as uk.rec.psychic but with a different
cultural setting.

My attempt was to provide a public yet moderated format to discuss subjects
related to paranormal abilities/spiritual gifts and challenge the subject as
well as dabble in it without the activities of abusive, annoying, spamming,
and
intentionally off-topic posting trolls.

REASONS FOR A MODERATED NEWSGROUP
Among the things I am trying to moderate is the off-topic flame wars that
have proven to be of no value whatsoever to newsgroups I have participated
in this last year while still encouraging healthy yet fruitful
debates/arguments.

The moderating aspect of the newsgroup is to increase the safety of the
posters from predators/stalkers by editing/omitting anything that would lead
the group onto unrelated subjects such as aspects of one's personal life and
information that does not belong in the newsgroup threads.

Among those whom I would trust as fair moderators are those who have been
carefully screened and scrutinized prior to being allowed to join my
website, The Kingston Family Website
<http://groups.msn.com/thekingstonfamilywebsite>.  Scrutinizing posters
prior to their participation and having control over who can and who cannot
post will encourage productive dialoguing which is what many American
participants of uk.rec.psychic want but leave the newsgroup due to the
inability to stay on topic without diversions by trolls who have no real
contribution to the newsgroup except to abuse, spam, and annoy others.

MY CURRENT INSECURITIES
I do not think I am the person at this time who can rally enough support and
know-how to accomplish this pursuit which is NOT my own idea to begin with,
but at this point to my knowledge it appears that I am the only one among
the many I have discussed this subject with who has been willing to at least
begin the process or attempt to find out how to go about doing this
successfully.  I don't even know how to obtain a newsgroup creating mentor!
To do so sounds so easy, but circular responses to my inquiries on learning
to
create a newsgroup have proven otherwise.

I do appreciate the insight, websites and advice that I have received so
far.  I may attempt to create a newsgroup again when better educated in the
subject matter.  I simply do not know at this time how to put all that I
have received into action, and therefore am abandoning this attempt, but I
submit to you my support for all of those who are willing to take it from
here provided that moderation consists of active participants of The
Kingston Family Website.

MY HOPE
Maybe someone can mentor me through the process and dialogue with me to
simplify the process.  My hope at this time in this initial attempt is that
someone among those whom I have discussed this subject with in the past will
know how to pick up where I am leaving off unless I can discover with the
help of a mentor how to manifest what so many of us have only discussed
until I made this first attempt but have not accomplished because of the
difficulty in knowing the process.

I say this with appreciation for what I have learned and with what I hope to
learn down the line.  Until I am ready to take another stab at it, I can
only provide my support to anyone in America willing accomplish what I just
attempted to do on behalf of those interested in the moderated version of a
paranormal abilities newsgroup.  My greatest regret is the lack of support
by my own website members and those with whom I have discussed this subject
with extensively and often from other newsgroups.  When I attempt to create
such a newsgroup again, I would hope that there will be more support
rallying in my corner than I received these past few weeks.
