Description

The Advancing Partners & Communities Project in Sierra Leone (SL) has received funds from the United States Agency for International Development (USAID) Global Health Ebola Team (GHET) to implement the "Ebola Transmission Prevention & Survivor Services" (ETP&SS) project in support of the Ministry of Health and Sanitation (MOHS) 2015-2020 post-Ebola Health Sector Recovery Plan (HSRP), and within the framework of the MOHS Comprehensive Program for Ebola Survivors (CPES).

This program aims at supporting the strengthening of Ebola survivor services in Sierra Leone, Guinea and Liberia in order to reduce or eliminate Ebola transmission from survivors to others, strengthen the capacity of health care providers who work with survivors, reduce stigma and other barriers through knowledge and skills, support information systems related to survivors, and assist with the effective delivery of health care and psychosocial services (including stigma reduction) in response to survivor needs.

Under the Advancing Partners and Communities Project, the ETP&SS program, as part of its overall mandate toward the health and well-being of Ebola survivors, supports the integration of mental health (MH) services into the overall public health system - from the community level to the secondary care (district hospitals) and tertiary care levels (regional hospitals, as applicable, and national referral centers—Connaught and Ola During Hospitals). These efforts are in coordination with the World Health Organization, and other relevant stakeholders, toward the implementation of comprehensive mental health services across all levels of the health system. The development of an MH regulatory framework is an important component of this work.

A new national Mental Health Policy and Strategic Plan have recently been drafted in conjunction with WHO, however, it was identified that there is a need to develop a detailed implementation plan and an M&E plan.

RESPONSIBILITIES

The goals of the MH Implementation and M&E plans are to support the Government of Sierra Leone to effectively implement, monitor and evaluate its long term strategy for mental health as defined in the MH Policy and Strategic Plan. The process involves reviewing the policy documents and engaging with key stakeholders to identify the actions required to translate the policy into reality in the Sierra Leone context.

To support meet these goals, Advancing Partners & Communities intends to engage a technical advisor who will travel to SL to work with key stakeholders to draft the Implementation Plan and an M&E plan alongside counterparts from WHO and the government.

The M&E and Implementation plans are to include:

  • Workplan mapped against the strategic objectives (3 to 5 years);
  • M&E framework (3 to 5 years);
  • Stakeholder mapping;
  • Costing of key activities and the overall workplan;
  • Timeframe for policy implementation
  • Recommendations for resource mobilization.

Key Activities:

Pre-visit Preparation:

  • Review the draft Sierra Leone Mental Health Policy and Strategic Plan.
  • Connect with key stakeholders and partners to further understand the landscape and starting point.

In-country

  • Meet with WHO, MOHS, JSI/APC, representatives of the MH Steering Committee, and other key stakeholders, as needed, to discuss the SOW, understand the current landscape, and obtain inputs for the Implementation Plan and M&E plan.
  • Draft an Implementation Plan and M&E Plan.
  • Present both draft plans at one or more MH Working Group meeting(s), to obtain feedback and verify assumptions made during the writing process.
  • Finalize advanced drafts of the implementation and M&E plans which incorporate the feedback received by in-country stakeholders.

Deliverables:

Second draft of an implementation plan and an M&E plan.

Trip report, according to APC guidelines, completed within 2 weeks of trip.

Final implementation and M&E plans following any additional reviews completed by ETP&SS team in Freetown.

Debrief with Field Office team, and USAID, if requested[/list]

QUALIFICATIONS

Qualifications:

The Technical Advisor/Consultant will have the following minimum qualifications:

  • Masters level degree or equivalent in social science (e.g. psychology, clinical social work or sociology);
  • Minimum of three years of progressively responsible professional experience in mental health policy and/or mental health programming
  • Demonstrable technical expertise in the assessment of and design and delivery of responses to pre-existing and emergency induced MHPSS needs;
  • Demonstrable experience in developing strategic implementation and M&E plans
  • Strong organizational skills and experience in strategic planning;
  • Excellent written and verbal communication skills in English required
  • Experience in working in the country or region is a plus;
  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with key stakeholders and colleagues with professionalism and integrity;
  • Experience in limited resource settings.

Salary commensurate with experience.
