Description
The Advancing Partners & Communities Project in Sierra Leone (SL) has received funds from the United States Agency for International Development (USAID) Global Health Ebola Team (GHET) to implement the "Ebola Transmission Prevention & Survivor Services" (ETP&SS) project in support of the Ministry of Health and Sanitation (MOHS) 2015-2020 post-Ebola Health Sector Recovery Plan (HSRP), and within the framework of the MOHS Comprehensive Program for Ebola Survivors (CPES).
This program aims at supporting the strengthening of Ebola survivor services in Sierra Leone, Guinea and Liberia in order to reduce or eliminate Ebola transmission from survivors to others, strengthen the capacity of health care providers who work with survivors, reduce stigma and other barriers through knowledge and skills, support information systems related to survivors, and assist with the effective delivery of health care and psychosocial services (including stigma reduction) in response to survivor needs.
Under the Advancing Partners and Communities Project, the ETP&SS program, as part of its overall mandate toward the health and well-being of Ebola survivors, supports the integration of mental health (MH) services into the overall public health system - from the community level to the secondary care (district hospitals) and tertiary care levels (regional hospitals, as applicable, and national referral centers—Connaught and Ola During Hospitals). These efforts are in coordination with the World Health Organization, and other relevant stakeholders, toward the implementation of comprehensive mental health services across all levels of the health system. The development of an MH regulatory framework is an important component of this work.
A new national Mental Health Policy and Strategic Plan have recently been drafted in conjunction with WHO, however, it was identified that there is a need to develop a detailed implementation plan and an M&E plan.
RESPONSIBILITIES
The goals of the MH Implementation and M&E plans are to support the Government of Sierra Leone to effectively implement, monitor and evaluate its long term strategy for mental health as defined in the MH Policy and Strategic Plan. The process involves reviewing the policy documents and engaging with key stakeholders to identify the actions required to translate the policy into reality in the Sierra Leone context.
To support meet these goals, Advancing Partners & Communities intends to engage a technical advisor who will travel to SL to work with key stakeholders to draft the Implementation Plan and an M&E plan alongside counterparts from WHO and the government.

Qualifications:
The Technical Advisor/Consultant will have the following minimum qualifications:
