KUALA LUMPUR, Jan 15 (Bernama) -- The Malaysian Communications and Multimedia Commission (MCMC) has confirmed that a viral video clip, lasting two minutes 27 seconds, showing a man perform azan (Islamic call to prayer) in a religious ritual, is not from Malaysia.

In this regard, MCMC urged the public not to share the said clip, as it is feared that it may portray an inaccurate context and may be used by irresponsible individuals or parties to provoke inter-faith communities in Malaysia.

The circulation of provocative content with the intention of causing disharmony, hatred and prejudice is an offence under the Penal Code (Act 574), that will result in a fine or imprisonment or both if convicted.

Many tried approaching the local authorities and councils, only after they were unsuccessful in engaging with the mosque or surau officials. They tried to ask the maximum permissable decibels for the azan, but were unable to obtain a reply from the council.

The people who wrote to me about the loud azans, both Muslim and non-Muslims, are NOT against the azan, but they find that the loudspeaker has been used to broadcast sermons, koran readings and talks. Often, these broadcasts can stretch for hours.

Can you imagine anyone trying to study, or read, entertain, watch television, have a conversation, sleep, or just sit in peace and quiet contemplation, without a loud broadcast in the background?

Others who live close to a few mosques or suraus, suffer a lot, when the mosques compete with one another, and try to outdo one another in loudness and length of broadcast. The lives of the residents become unbearable.

A few said that when they complained to have the decibels reduced, the mosque official would reduce the volume, but a few days later, would increase it to a higher volume than before the complaint was made. Why is the official being unpleasant?

Can learnt Muslims please share here, where in the Quran, does it specify the minimum decibel-hours and repetitions of the same sentences or verses to broadcast every day, to qualify for guaranteed entry to heaven after death?

The mufti of Penang should be lauded for being sensible & respectful of non-Muslims, yet there are irrational, senseless & selfish individuals who insist to blare everything through the speakers, only concerned about themselves at the expense of others in the neighbourhood, who only ask for a basic right of having a peaceful environment for rest & recreation.

Until these selfish people start being considerate, sensible & respectful of others, they & their religion will not get real respect. This is simple common sense for most people, but unfortunately, not easily understood by those who have nothing but religion on their minds.

"We made this decision in 2012 to stop the use of loudspeakers in mosques and surau before dawn but it was more of a form of advice and now, we are proposing to expand this decision to stop the use of the speakers for other activities other than azan," he said.

"The process will take a longer time to make it a fatwa as we have to review it further and fine tune it and go through any other procedures first," he said, adding that if there is a need, the fatwa will be gazetted.

Religious affairs domestic trade and consumer affairs committee chairman Datuk Abdul Malik Kassim said there was no issue at all as the whole matter was being blown out of proportion by certain parties.

"It was not a fatwa yet, it was merely a decision by the Penang Fatwa Committee that has to be further discussed and reviewed by others such as the Penang Islamic Religious Department (JAIPP). It was not even brought up to the state executive council to be discussed yet," Abdul Malik said.

"This is a repeat of what happened in 2010 when the previous mufti gave the advice to mosques not to use loudspeakers for zikir or the reading of the Al-Quran before dawn, which led to false accusations against the state government of allegedly banning azan," he said.

On the ban in use of loudspeakers for activities in mosques other than azan, Abdul Malik said the public and non-governmental organisations can submit their views on it directly with the Penang Mufti Department.
