USB keyboard and mouse not recognized after sysprep

We have a batch of Dell GX280 with only USB keyboards and mice.
I built the tech computer and image with a USB keyboard, ran sysprep and cloned the image using just a USB keyboard to get into the bios.
Like an idiot I failed to test my image and now when we go to license the target computers they are hanging on the mini setup screen and the keyboard isn't recognized.
I find two possible solutions:
1. Wait 10 minutes for mini setup to fail and the keyboard will get recognized (which so far hasn't worked)
2. Edit the sysprep ini file to not show the windows splash screen (which I haven't tried so far) as in:
[Unattended]
OemSkipEula=Yes
[GuiUnattended]
OEMSkipWelcome=1
I think I have a "final" image without sysprep but am looking for some advice before I start all over.
Anyone else have this problem and/or a solution?
