it is the same folder as where the gta-vc.exe is located, so in the installer, go find gta-vc.exe (while browsing to the correct folder) and when you found it, just copy the folder in which it was found (like C:\Program Files\Rockstar Games\Grand Theft Auto Vice City). It should be working then...
I got the same problems like lonegunman, and it didn't work with the solutions you wrote! What could I Do? Is there anything other I must look for? For your Information: I got the German original version of the game and patched it with the german 1.1 patch. I got MTA VC with version 0.4.1
The German version of VC was censored, so the exe file was changed. This causes problems with MTA. The only way to fix it at the moment is to obtain an English uncensored exe file (and no, we can't tell you where).
maybe getting the installer to replace the exe with a working one, I believe that was discussed before tho, and it basicly involved modding GTA.. so it would be a break on GTA's copyright, tabu whatever..
The things needing change would be the .gxt's and the client a bit to show the text that apears in it in that specific language and some other small parts, but for the censored version of gta ie australian and german (maybe otherstoo) that woudnt help i think since the problem does not lie in the game text , which could easily be change, but in the .exe , and if mta did offer a working .exe it could be considered illegal as we have no way to know if a person has the game legit.
In fact, San Andreas also doesn't work by default either, unless I force it to use integrated graphics (not a problem). However, with VC and GTA III that doesn't work, even though I forced them to use integrated graphics.
Its not easy to debug a Steam game that I don't own, but I can try to replicate the problem with a DVD version of the game, usually Steam doesn't add too much to the games apart from the protection schema.
In any case, it could be precious a game DxWnd log, grabbed activating the logs as in the screenshot below, then running the game with the crash and grabbing the dxwnd,log file from the game install folder. Could you produce that file and post it here?

In any case, I saw from the log that the problem appears again related to a D3D8 Reset operation. That shoudn't happen, it was fixed somehow long ago but it's possible that it returned as happens to all things you can't understand completely. Anyway, there are some emergency recipies:
1) Check the DxWnd "Direct3D / Suppress D3D8/9 reset" flag (it was made for exactly this problem)
2) Try some older release of DxWnd (sadly, if you succeed this way, please let me know what version made the trick)
3) Place in between gta-vc.exe and D3D8.dll some proxy dll, possibly doing nothing at all. I'd really like to understand why that happens, because this is the trick also to grab some textures from certain games ...
I tried the "Suppress D3D8/9 reset" flag but that didn't fix it. I also tried a bunch of older DxWnd versions (including versions that are known working for other people with the GTA games) but it didn't work.
The proxy files should do nothing special apart from complaining for a missing dxwnd.dll (but don't copy also that one!) and redirecting the game to the original dll versions in the system folder. I never unerstood why, but it seems that some troubles get fixed this way. I'm not at all sure about it, but it's a cheap remedy anyway ....
Your lucky day (see screenshot): address 77d56edd is not exactly the same as 745090df, but is close enough to be possible that it is the same problem. That means, at least, that I won't bother you any more for having logs and experiments, I can do them by myself. Curiously, singe GTAIII used to work on my pc and I never changed video card, nor its drivers, I start to think that the culprit could be some regression caused by MS updates. On win10 you know perfectly that every time you turn your pc on you never get the same OS as before!

The crash is within atiumdag.dll in some obscure point, but within a d3d8 method, so not caused directly by DxWnd. There must be some condition set by DxWnd that harms atiumdag.dll, the ATI card driver. If one could guess what harms d3d8 it should be easy to fix, but it's not an easy guess.

Maybe the reference to atiumdag.dll is not correct. Walking the stack it appears that the crash is in the attempt to allocate 56 bytes in the Heap, made by an unidentified d3d8 method that is not wrapped by DxWnd (the call comes directly from gta3.exe). This is quite interesting, it's possible that DxWnd is omitting to hook some important method.
Well, a crash is not usually a rational thing. I suppose that DxWnd forces the driver to work in a "strange" condition, not well tested and unreliable, where the program doesn't work correctly.
Integrated GPU are not so uncommon (so are nVidia bugs, sadly ...) then it could be opportune for me to find the reason and fix the problem, but it's a blind search, so it's not so amusing....
After trying to maually install a car my Vice City started not even loading. Well I deleted it and used my backup file like a smart person would. So I reinstalled all the VCM cars and went foward. Now:

Oh dear, warez chat. Fail mate. That's punishable by suspension or banning. Try reading the rules of the next forum you visit first. It's okay to duplicate you exe for personal use. But not to distribute it....
I recently Downloaded the steam version of GTA vice city, I installed the Auto installer for Hillvalley 0.2f_R1. I replaced the exe of vice city with "gta-vc.eXe". V1.1 Game wouldn't run at first so I used 3D Analyzer V2.36, which ran the game no problem in window mode. I got in converted the delorean and tried to figure out the time circuits I am so use to the capslock + click method. And the numLK on my laptop qwerty keyboard was working none of the 100 combinations would work and even tried changing the Submission keys with no avail. Also ran the mod from the hillvalley folder in C:/programs also unable to initiate time circuits.
Also, the controls changed significantially since 0.2e. You turn on the TCs with the plus key, enter the date with the number keys and comfirm with the minus/hyphen key. See the download page for more info.
I have downloaded CLEO VC from this site "cleo.sannybuiler.com". I have installed CLEO VC in Vice City folder path. After CLEO VC is installed, Then I try to open the game. After loading screen the game screen become black and the game is stop responding. Then I press button Alt+Tab. Then I found a message Unexception Handler. I tried again and again but I can't getting good sollution and the message is repeating. So please tell me a possible to run CLEO VC on my GTA Vice City. My Vice City version is 1.0 (no cd). Maybe this is the main problem of running CLEO VC.

I also want to tell you that if I normally install Vice city and if I install CLEO VC it doesn't work. To working CLEO VC normally first of all I copy all installation file from my cd. Then I install Vice city on where I kept my installation files. After that I downloaded 1.0 (no cd) patch. Then install CLEO VC. Then I can run CLEO VC. Can I run CLEO VC without it?
I guess your normally installed VC is not 1.0 That's why CLEO VC is not working with it. When you install a no-cd 1.0 patch, you are forced to copy the files from your CD for the game to work, that's so because of the no-cd patch, not CLEO. Does your game start properly without CLEO, without copying files from the CD and with the no-cd installed?
I'm writing LabVIEW code to call a private .net assembly. This eventually needs to be a built executable. The assemblies are .NET 4.0, I've added the config file to make this possible (both on my development machine and the production machine).
When I create the build specification and select preview, and LabVIEW is trying to copy my dlls into the data subdirectory. This is the root of the problem. The production machine already has the identical dlls, in the folder we want (c:\project\bin). There are a lot of interworking assemblies, I'm only calling a few of them. So it's more important for these dlls to stay where they need to be (i.e. it's a requirement, the dlls must remain in c:\project\bin)
If I let LabVIEW copy those dlls where it wants, they don't work because the assemblies cannot find the rest of the dlls. i.e. The dlls in data don't know where the bin folder is, those dlls all have relative paths.
