bcrypt is installed but when I create users, I get "cannot load such file -- bcrypt_ext"

I just installed Refinery CMS and I'm following the basic guide here: http://www.refinerycms.com/guides/getting-started/

If I check for bcrypt, it does show as installed:

C:\Sites\rickrockstar>bundle info bcrypt

  * bcrypt (3.1.11)

        Summary: OpenBSD's bcrypt() password hashing algorithm.

However, when I create a user and try to submit, it errors out with this:

Why does the server not see bcrypt? 

Any help would be greatly appreciated.
