The Mercosur was created by Argentina, Brazil, Paraguay and Uruguay in
March 1991 with the signing of the Treaty of Asuncion. It originally
was set up with the ambitious goal of creating a common market/customs
union between the participating countries on the basis of various forms
of economic co-operation that had been taking place between Argentina
and Brazil since 1986. The Treaty of Ouro Preto of 1994 added much to
the institutional structure of Mercosur and initiated a new phase in
the relationship between the countries, when they decided to start to
implement/realize a common market. A transition phase was set to begin
in 1995 and to last until 2006 with a view to constituting the common
market.
In 1996, association agreements were signed with Chile and Bolivia
establishing free trade areas with these countries on the basis of a "4
+ 1" formula. During this period, Mercosur also created a common
mechanism for political consultations, which was formalized in 1998, in
which the four countries plus Bolivia and Chile all participate as full
members of the so-called "Political Mercosur".
In 2003, several important events contributed to Mercosur
strengthening. The newly elected presidents of Argentina and Brazil,
Presidents Kichner and Lula da Silva have put Mercosur at the top of
the political agenda. Among several initiatives one can underline the
appointment of Mr Duhalde, Argentina's ex-President, as the President
of the newly established Committee of Permanent Representatives of the
Mercosur. A Dispute Settlement Court has also been created with a view
to strengthen Mercosur Institutionalisation

moteurs de recherche ne cesse d augmenter
11%, c est l augmentation du prix moyen d un mot cle sur un service de
liens sponsorises sur les moteurs de recherche - Google AdWords ou
Yahoo Overture - selon l indice KPI (Keyword Price Index) de Fathom

Une emission de tele en direct sur le libre
La chaîne de television Direct8 propose le dimanche 15 mai 2005, de
22h a 23h, son emission hebdomadaire en direct, 8-Fi, sur les
technologies de l information et de la communication. Le sujet de la
premiere moitie portera sur les logiciels libres.
Seront presents sur le plateau quatre invites : Tristan Nitot (Mozilla
Europe), Thierry Noisette (journaliste, auteur avec Perline du livre
"La bataille du logiciel libre"), Didier Lambert (DSI d Essilor et

DM News to Publish 'Direct Marketer's Essential Guide to Search
Engine Marketing' Supplement in July
To help educate direct marketers about the exploding search business,
DM News will publish a magazine supplement in its July 25 edition
titled "The Direct Marketer's Essential Guide to Search Engine
Marketing."
The special issue will be put together by Senior Editor Mickey Alam
Khan, who regularly covers Internet marketing topics. The editorial
content will consist of authoritative and insightful articles by top
experts in the field of search marketing, whose editorial mission will
be to educate longstanding direct and database marketers on the ins and
outs of search marketing and how they can integrate the technology and
use it effectively in their campaigns.
Alam Khan indicated that he is already in contact with a number of

optimization can provide workarounds that help get content in front of
the spiders, feeding them great amounts of data the engines can use in
response to search queries. It may seem like an unappetizing analogy,
but it is an apt one.

Anti-Google Campaign By Lenz?
Dr. Karl-Friedich Lenz, professor at Aoyaman Gakuin University in
Tokyo, has been on a bit of an anti-Google tear of late. Today, citing
major reservations about Google related to Autolink and Web
Accelerator, Dr. Lenz posted a statement, that said in brief:
Two months ago, I had Google as the homepage of my web browser. It
would have been fair to describe me as a fan of their service.
Now I have decided to shut them out completely from my website,
which I declare a "Google-free zone"...
