La Constitution europeenne selon le Web
Dimanche 29 mai 2005 ne sera pas une fete des meres comme les autres.
42 millions de personnes sont attendues dans les bureaux de vote afin
qu elles puissent s exprimer sur la question suivante : "approuvez vous
le projet de loi qui autorise la ratification du traite etablissant une
Constitution pour l Europe ?". Deux reponses seront acceptees : soit
"oui", soit "non". Les "je ne sais pas" ou autres bulletins blancs ou
nuls ne seront pas consideres comme exprimes... Nous sommes a la veille
d un evenement politique majeur, il etait difficile que le monde du net
reste neutre devant cette echeance electorale.

say that again, search engines love Blogs!
Want your site indexed? Want hundreds maybe even thousands of
incoming links all pointing to your site?

Here are the reasons you should not ignore Blog advertising.
Remember when all search engines were free, and simply submitting
your web sites got you listed quickly? Gone. Then it wa FFA pages,
they brought in a ton of free traffic, built links to your site, and
added to your mailing list like crazy. Tried one lately? Safelists
were an online goldmine for a while... until bottom less email
accounts were introduced.

Every new technology does what you need, at first. Then slowly more
and more learn the secrets, and by the time the herd has caught on
it s too late. Technologies have changed, everything has slowed way
down, or the search engines have decided that it s become another
form of spamming the search engines and stop weighing it so
heavily. Sometimes they even ban the technology from their
databases, remember doorway pages and multiple sites?

So where is blogging along this curve today? The early adopters have
been doing it for the last couple of years, and the leading internet
marketers started coming into it over the last year, many are still
just getting started with it. So you re at the perfect time, most
of the expensive development time is done, the bulk of the bugs are
out of the whole RSS and Atom feed systems, and engines like Yahoo,
MSN and Google are embracing the technology and waiting to greet
your Blog with open arms. So dont ignore this whole Blogging idea,
embrace it you just might see your sales soar through the roof!

# Google s Patent on Concept Ad Targeting
Bill Slawski was kind enough to point me over to a newly released
patent application from several Googlers focusing on how paid ads might
be served, including the order of the ad results and the inputs used to
determine relevancy and scoring.
Here s a quick breakdown of the patent, as I don t have time to give it
a full review:

1. How to accept ads and determine the concept associated with each
including:
1. Using keyword targeting information
2. Determining similiarity between ads
3. Using 4 items to determine a score for ads
1. Ad performance information
2. Advertiser quality information (where do they get
this?)
3. Ad price information
4. An Information Retrieval score (could this come from
Google s normal index scoring of the sites?)
4. Relative preference figuring into scores
2. Triggering ads based on concepts using:
1. Concept vectors and the "dot product" of the concepts in
the search request (basically a way of examining if the query is
relevant to the ad)
2. Figuring historical performance information into the
trigger to determine if the ad is worth showing
3. Measuring an ad against other similiar ads from the past to
see if it is likely to be relevant
3. Methods for determing "concepts of requests" (by requests, I
believe they mean search queries) including:
1. "no concept" requests
2. performance information based on "advertisement selection"
information
3. performance information based on conversion information
4. Matching ads to documents based on extracted concepts (as well as
search results using:
1. Relative preference for certain ads with certain concepts
2. Use of prior search query information to determine which
ads to serve

The patent also says it will be:
* "increasing the score if the tracked performance information is
above a threshold performance level" and
* "decreasing the score if the tracked performance information is
below a threshold performance level"
I d be on the lookout for new types of Adwords and Adsense services in
the near future based on this document.

# Are Links Overrated?
Glengara posted at SEW asking whether Fantomaster s suggestion that
on-page SEO was being ignored, to the detriment of rankings, was
accurate. Several good responses illicited even more questions on the
subject.
I, Brian in particular raised two excellent points:
Google has repeatedly tried to raise the bar on the worth of links,
particularly by the creation of a core group of documents regarded as
of especial importance, with all other recommendations following from
them. Hilltop, LocalRank, and Trustrank, are all famous Google
algorithms founded on this key issue of determining links of most worth
from the rest...
Certainly it would be unwise to ignore on-page factors. While links
can be essential for targeting competitive rankings, the overall aim of
any SEO method is to capture targeted traffic.
AndrewGoodman also contributed brilliantly:
There seem to be several on-page and off-page factors alike that
seem to be under-discussed on these forums, maybe because people like
to believe in old myths (Google s algo is mostly about PageRank and
always will be), and because many SEO s are overconfident in what they
already know and are afraid to admit want they don t know or can t
control.
Google is, as Brian notes, a link-based search engine, and the other
major search engines have largely followed suit. While on-page
optimization is typically regarded as important, it doesn t get nearly
the attention in the SEO world that links do.
Perhaps, as Andrew suggests, the pendulum is swinging away from link
based algorithms somewhat. Certainly the recent advancements in
processing power would suggest that text analysis for both quality and
relevance could have dramatically improved in the last 2 years. It s
possible that 3-5 years from now, links will be only a small part of
the ranking algos, as the "highest quality" writing on a particular
search subject is rewarded with top positions.
Right now, I m picturing thousands of SEOs signing up for expository
and technical writing courses around the world.

Des serveurs DNS (Domain Name System) sont vulnerables a une attaque
par saturation. Une faille qui, bien que touchant un maillon essentiel
de l Internet, n est pas consideree comme majeure.
Le 24 mai dernier, Steve Beaty, docteur du departement Mathematiques et
Informatique de l Universite de Denver, a signale au UK National
Infrastructure Security Coordination Centre (NISCC) une faille de
securite dans certaines implementations du protocole DNS. Celui-ci sert
a convertir les noms de domaine en adresses IP, il est donc vital au

IAB devoile les resultats de son etude sur l optimisation des medias
L Interactive Advertising Bureau of Canada (IAB) a devoile les
resultats de sa 5e etude canadienne sur l optimisation des medias
(CMOST), qui portait sur la maximisation de la marque Unilever.
L etude, qui combinait divers medias, soit les magazines, les
panneaux exterieurs, la television et la publicite en ligne, visait a
promouvoir une nouvelle gamme de produits feminins pour la peau.
Elle a permis de demontrer a la fois l effet multiplicateur des
medias, de meme que le rôle crucial que la publicite en ligne peut
jouer dans la maximisation des mesures cles de la marque.

L analyse du rendement du capital investi aurait aussi demontre que,
dans le meme budget general, la connaissance assistee de la marque
aurait ete le mieux atteinte au moyen d une reduction des depenses
rattachees a la television et aux canaux exterieurs et, plutôt, d un
accroissement des sommes allouees aux imprimes et a l Internet.

L avis d une quinzaine d annonceurs sur les nouvelles offres de Google
et de Yahoo qui permettent de diffuser des bannieres, en plus des liens

Fin avril, Google a enrichi son programme d affiliation Adsense d une
nouvelle fonctionnalite (lire l article du 26/04/2005). Les partenaires
ont dorenavant la possibilite de presenter sur leurs sites non
seulement des liens contextuels, mais egalement des bannieres

I can t speak to the informational part-
But I can say that it seems Google has been playing with what quality
backlinks they ll allow. As far as I can tell, they accept PR3 and
above as real backlinks.
Try marketleap.com for comparison of how many backlinks you have on
various SEs
Looks like, tho, Yahoo is more responsive than Google to new sites.
I m pretty sure Google is doing what they re doing in part to make
instantaneous SEO impossible

Microsoft and Google: A War of the (Virtual) Worlds

It s hard not to get excited about the local search services
recently announced by Microsoft and Google--and
Amazon now is jumping into the mix. Merging street maps
with aerial photography, point-to-point routing and a database
of interesting places make for some impressive screen displays.
Microsoft is calling its effort Virtual Earth. The demonstration
I was given even included 45-degree aerial views, allowing
users to see the sides of buildings as they move down a virtual
street.

Sinceres salutations depuis Cotonou, Republique du Benin. Le chapitre
ISOC du benin voudrait vous inviter a manifester votre interet pour
l organisation d une rencontre regionale des chapitres ISOC a Cotonou
durant le 3e trimestre 2005 (septembre 2005), avant le Sommet de Tunis.
Nous pensons que cette rencontre regionale offrira une opportunite
unique pour les chapitres ISOC africains en vue d une autoevaluation et
d un partage d idees afin de renforcer nos differentes associations.
Ceci pourrait egalement permettre un accroissement sensible des
interventions de l ISOC en Afrique et en definitive, l Internet
pourrait
effectivement devenir un des outils du developpement de l Afrique.

Bien que l ordre du jour de cette rencontre est encore a l etude, nous

ISOC chapters around the world joined together to hold an "Appreciation
Evening for Vint Cerf and Bob Kahn," the evening of Tuesday, May 10, to
congratulate them on winning the ACM s prestigious Turing Award and to
thank the two developers of the TCP/IP protocol for their years of
significant contributions to ISOC and to the IETF (Internet Engineering
Task Force). Vint and Bob are both members of the Washington DC Chapter
of ISOC, which organized the event in the name of all ISOC Chapters.

The meeting was held at the world headquarters of Booz Allen Hamilton,
the major consulting firm, who was our host and did a superb job. The
refreshments were delicious (with tuxedo-clad attendants), the facility
was top-notch, the staff was very professional. The social hour was to
start at 7 p.m., but people began arriving more than 20 minutes early
to
get a better chance to meet Bob and Vint.

As mementos of the evening, Gene Gaines had printed out copies of two
seminal papers authored by Vint and Bob, page one of the 1974 "A
Protocol for Packet Network Intercommunication" that Vint and Bob had
written, and "Announcing ISOC", the original 1992 three-page paper
founding ISOC and setting forth its principles. These were snatched up
by attendees, and Vint and Bob autographed them during the social hour.
Terry Weigler manned a welcome table with lots of ISOC literature and a
guest register in which many attendees penned their own congratulatory
messages to Bob and Vint.

Speakers included Dennis Doughty (President, Booz-Allen-Hamilton
Worldwide Technology Business); Steve Crocker (ISOC Trustee, and
Internet Pioneer/Guru); Larry Landweber (Senior Advisor to NSF, former
ISOC Chairman of the Board, and Internet Pioneer/Guru); and Carl
Malamud
(CTO for the Center for American Progress, a DC think tank, and an
Internet Pioneer/Guru ). Lynn St.Amour (ISOC s CEO) called into the
conference bridge from Egypt (at 3:30 a.m. "body time") to offer
congratulations on behalf of ISOC and its Board, chapters, and members.
Ramon Morales, President of the Puerto Rico chapter, phoned in his
chapter s congratulations. We showed a video tape of Patrick Vande
Walle, ISOC Trustee and President of the Luxembourg chapter, extending
congratulations on behalf of his chapter. In between speakers, Gene
Gaines projected some of the more than 40 chapter emails we received
with messages of congratulations and thanks to Vint and Bob. He also
read a 2-minute remembrance of Nigeria s Prof. Nwodo, mentioning the
Postel IT center success there.

It was tough to do better than the speakers. But the highlight of the
evening had to be Bob, Vint, and Steve Crocker relaxing on stage in
comfortable easy chairs, joined by Gina Nearing (a local high school
student studying networking and representing the future generation of
Internet leadership) as they discussed the past, present and future of
what has come to be known as the Internet. The anecdotes about past
events (including those from the other speakers) were things the
audience wouldn t have gotten out of books or articles and they greatly
appreciated hearing them. They were also fascinated by what Vint and
Bob
had to say about the future of the Internet.

The attendees hated to see it come to an end and would have gladly
listened for hours. But, we had to give our host staff some relief and
finally cleared everyone out by shortly before 10 p.m..

Booz-Allen made a video of the event, and will post it on the web for
their entire organization to view. We will post a copy, probably on the
ISOC site - perhaps on the chapter site (URL to be distributed when it
s
done). The Booz-Allen folks will also make a master CD for us, and ISOC
has agreed to make copies for distribution to the chapters. The chapter
emails will be posted on the web, too, and put in binders (along with
copies of the CD and of the guest register) and given to Vint and Bob.
Bear with us, as this all may take a few weeks.

avait suggere le Secretaire general. Le Bureau de l ONU pour les droits
de l homme ne beneficie a l heure actuelle que de 1,8% du budget des
Nations Unies.

J ai le plaisir de vous annoncer la publication de la premiere version
stable de
la plateforme de veille collaborative Magellan Metasearch, sous licence
open-source (GPL). Ce progiciel, destine a etre installe sur un
intranet,
automatise la veille sur les moteurs de recherche, et possede les
caracteristiques suivantes :

* Interrogation de dix moteurs de recherche (Web, Newsgroups,
Weblogs),
dont Google Web / Groups, AllTheWeb, Feedster, Gigablast...
* Recuperation du nombre maximum de resultats pour chaque moteur,
afin de
tendre au maximum a l exhaustivite
* Langage d interrogation avance : meta-operateurs et operateurs
de
proximite
* Dedoublonnage des resultats de recherche, extraction des
meta-donnees
pertinentes, tri multicritere
* Modules d analyse et de filtrage des resultats a posteriori
* Planification des requetes dans le temps afin de detecter les
nouveaux
resultats
* Exportation des resultats sous Excel ou en HTML pour interfacer
un
crawler externe
* Diffusion en temps reel d alertes par e-mail et par RSS

Outre un equilibrage de charge parametrable, Magellan permet de
maintenir
l anonymat du veilleur en gerant de maniere autonome une liste de
serveurs
proxy par lesquels les requetes doivent transiter. Contrairement aux
metamoteurs classiques (type Copernic), les connecteurs faisant l
interface
avec les moteurs de recherche sont modulaires, de sorte qu un
developpeur peut
lui-meme implementer de nouveaux pilotes pour mettre en veille ses
propres
sources (intranets internes, bases de donnees professionnelles,
annuaires,
autres moteurs Web...). Ces pilotes sont conçus de maniere a simuler
le
comportement d un internaute, afin de pouvoir mettre en veille des
moteurs de
recherche faisant appel a des technologies dynamiques (formulaires,
liens
javascript, authentification forte...).

De plus, Magellan Metasearch est entierement multi-utilisateur, et
possede un
modele de gestion des permissions avance permettant de limiter l acces
a ses
differents composants et sources selon le profil de chaque utilisateur.

Enfin, cet outil a ete concu afin que chacun puisse personnaliser les
differents
aspects de son fonctionnement et lui ajouter des fonctionnalites :
interface,
modules d authentification et d habilitation, filtres d analyse, base
de
donnees sous-jacente, et pilotes de sources peuvent etre reecrits a
loisir sans
perdre la compatibilite avec les autres composants.

Women Lead Surge in Online Shopping
Small businesses that are looking for new areas to expand into, or
entrepreuners looking for a niche to fill may be able to find some
ideas from a new study released by shop.org and Forrester Research Inc.

The study stated that online shopping by women is expected to show a
surge in growth this year, with more women heading online to both
research and make purchases. The increase will mark a steady trend of
women leading the way in online shopping. Data released by BizRate
earlier this year stated that 62% of online purchases were made by
women in the fourth quarter of 2004. That number is up from 60% of
purchases in 2002 and 55% in 2003.
