timer for skimmer

Hi, i'm italian and i'm waiting reefangel controller... but i'm
thinking about the configuration of level switch.
I think i will positionate 1 on the sump (for ATO) and 1 on the tank
(so in cases of hight level will switch off sump pump) and also i want
to set a timer that in cases of blackout will switch on skimmer only
after 100sec...
I know that's possible but i don't now how... please help me :)
