Let me set ball rolling with “the” topic that is the flavor of the season - CORRUPTION

This probably - IMHO - is one of the biggest issues that is plaguing the performance standards of our government. I am sure it is easy to point fingers, work on a white paper, institute committees, set up commissions headed by retired judges, kiss candles with posters that can fit the bill, conduct endless talk shows with effortless rabble rousing and not to forget, the spiciest of them all, the demand (or andolan/anshan) for the Lok Pal Bill.

I strongly believe that an erudite systemic change will involve working within the existing scheme of things and ensure that the loopholes are tightened and the fissures are sealed before we can think of rummaging for new ideas including legislation.

In this thread, you may want to share your thoughts, ideas, interesting links on the subject and most importantly any experiences in a government office (as an end user) and how you think a systemic change can be brought about within the confinements of the existing constitutional/legal mandate.

Here you go J

Systemic change can be brought about by bringing in economic reforms
and reducing discretionary power where possible to prevent
rent-seeking behaviour.

Do you agree that we need to fix gaping holes in the system before we move ahead for reforms?

Do not you all think that we make up the system and If we change, system will automatically change?

Be the change you want to see. All cultural changes begin as a small cultural drift away from normal.

I agree. But the challenge is in finding how you fix the holes without making new ones.
Do you agree that minimum/limited government or decreasing discretionary power will help?

The "we" is very diverse and heterogeneous and one can't expect all to change because everyone has different motives and motivations. You as one can't change the system either. At most you can change your office. Maybe Arjun who has more experience dealing with corruption can enlighten.
