*Project / Field of activity*

The risk management system in Afghanistan for the German implementing
organisations CIM, DED, GTZ, and KfW aims to reduce the risks to their
employees posed by the environment. Risk management advisory services, risk
analysis and risk assessment, combined with technical measures, are designed
to ensure personal security for staff and support them in safely carrying
out development cooperation (DC) tasks in a conflict-ridden environment. The
Central Risk Management Office (CRMO) in Kabul has overall responsibility
for risk management, and is supported by decentralized risk management
offices (RMOs) in the different regions in which German DC operates. The
RMOs are responsible for advising German DC staff members in the relevant
regions on issues associated with risk management.

*Responsibilities*

You will support the Risk Management Advisor on all aspects of everyday
operational risk management, including emergency procedures. Your input is
needed to maintain a state-of-the-art risk management system on site and
implement guidelines of the CRMO in Kabul. You will be asked to analyze
security incidents throughout your region and collect, contextualize, and
evaluate security related information. Furthermore and under the guidance of
the Risk Management Advisor you are expected to liaise with a wide range of
actors, including your target audience, local and national authorities as
well as international state and non-state actors, and military forces. You
will prepare risk analysis, incident reports, weekly/ monthly security
reports, district profiles, and other research documents. You will keep
staff members in the region up to date on the security situation and
implement directives to safeguard employees. In addition your assistance is
required in assessing static security (apartments and offices), and
implementing appropriate security measures.

*Qualifications*

You have a master‚s degree in social science, political science, modern
history, or an associated area, and have specialised in issues related to
crisis and conflict prevention or peacekeeping. (A first-level university
degree in combination with qualifying experience may be accepted in lieu of
the advanced university degree.) You command an in-depth knowledge of
political and socio-economic analysis. First experiences in risk management
and a familiarity regarding work in conflict regions would be an asset. You
possess very good analytical skills, are a communicator and mediator,
perform well under pressure, while you manage multiple and overlapping tasks
and identify work priorities. You hold a confident manner, and are able to
put even complex messages across clearly and competently, both verbally and
in writing, even if the subject matter is unfamiliar to the target audience.
You are able to communicate fluently and confidently in English.

As soon as possible. The assignment is scheduled for 12 months.
