What do you think about localized email notifications?

I think email notifications should be localized. But how it should be
done?
* Using default locale for redmine
* Using locale from user performing changes
* Send separate notifications for each locale of recieving users
Last option would be best but it could potentially generate lot of
emails.
Have anyone experience with multipart emails, each part containing
content for different language?
