why the master and slave of a slot down,the redis-cluster is unavailable?

to Redis DB
1. I want to know why author thinks that the master and slave of a slot down,the redis-cluster is unavailable? I think the redis-cluster can reshard at that time to keeping available,why author does not do this?
2. if i just use the redis-cluster for cache,it can desighed to be available?

With all the data for that master/slave unavailable, where will your "re-shard" process get the data from? The cluster is unavailable because the cluster is in a state which can not be verified - it is missing at least a third of it's data and capacity.
