Yes, you can follow the specification and create your own cluster
creation mechanism with your own slot allocation schema.
In other words, redis-trib does not do nothing of odd or undocumented,
so its internals can be replicated by other programs.
However this makes sense if you are at scale and you want to create an
ad-hoc solution for your needs. Just to avoid installing Ruby, no,
it's not a wise approach IMHO.
