limit number of connections to with iptables

I need to slow the spammers down with Iptables on my servers. The spammers
at times get over 150 connections to my spam servers and basically hog up
all the allowed connections. I need to use IP tables to only permit each
host to have a max of 25 connections at any given time. This would keep
one host from opening 200 connections to my server. Anyone got any ideas on
how to do this or where to point me? I have found vey few articles on this
type of inspection.
