I am trying to configure and use an Exabyte SCSI tape drive as a backup
device on RH 7.3. The drive is recognized, but I don't have an 'mt'
command available. Does the drive need to be mounted? What am I missing?

See if you've got the mt-st package installed by doing
rpm -qa | grep mt-st
If not, find it on your installation cd(s) in the RedHat/RPMS/ directory.
