New tracking group 'gsoc_2008'

The mentors had a discussion recently that resulted in the formation
of a new Fedora account group: gsoc_2008.

https://admin.fedoraproject.org/accounts/group/view/gsoc_2008

The purpose of this group is to track all the students within Fedora.
At the minimum, this can be used as a second group so a student can
gain access to resources such as fedorapeople.org and be able to put a
~/.planet file there for getting on the Fedora blog planet. There may
be other uses for this group.

All students, please request membership to that group as a 'user'.

Membership for mentors is optional, and in fact we might want to have
it to be only for students. Any thoughts on that?

    Other method my mentor suggested is that you request hosting space for your project on fedorahosted.org and once approved, thats also a way to fedorapeople.org .

     I think it should be for students only. I mean its of no use poking mentors for these small things. They are busy people and it not a good idea to disturb them unless we want to discuss something related to the project.
