I had asked before if it was acceptable to go off site to use tools unavailable at the work site and were non-portable and it was generally agreed this was acceptable. I just wanted to confirm that is still correct? I am specifically thinking of the use of a mill or lathe.

Yes, that is totally acceptable, all we ask is that a team member is the one who does all the work with the tools offsite.
