Clara : Please distribute ASAP to our coordinators and ask that contacts be made ASAP as suggested by Tripp in his email to industry players. You'll recall litter control and recycling funds ARE contained in the Senate's version of a budget both for the remainder of this fiscal year and the biennium.

   The budget conferees--contact info is attached--are well aware of this issue : they simply need to hear from local program managers and local supporters, including local government officials, that these programs (returning 1222% on the taxes sent back to localities) must be preserved !

VOICE Members – quick budget update from Richmond – it appears a deal is close to being completed as the Democrats have gotten some of their priorities funded in the amended Senate version of the bill – Medicaid, K-12 and transportation in particular.  We were in the Senate Finance meeting yesterday and the discussion was lively but civil and ultimately the new amendments were reported out.  The budget will now likely be debated on the Senate floor Monday and the thought is that we could have a passed budget by the end of next week. 

 

Restoring the Governor’s cuts to the Litter Control & Recycling Fund remains in play as budget conferees work out the differences between the two bills – the Senate had substantial restoration whereas the House did not – we have been in direct touch with conferees on the issue and are particularly focused on Steve Landes who is key on the House side. Therefore, if you have relationships with or have recently been in touch with a budget conferee (list attached) you should call or email them again requesting the Senate Dollars and Language be included in the combined budget – do this TODAY to just reinforce our position – leaving a message or e-mail is fine. 

Conferees still need to work out differences and for sure there will likely be some additional posturing on both sides (including Democrats working to force the state to pay for what will be mandatory, pre-abortion ultrasounds – the issue that garnered so much national media attention towards the end of the session), but after we talked directly to folks close to the negotiations we feel a deal is pretty close.  See below for some of the daily clips from around the Commonwealth:

Thank you, Clara, for the update. I will get on this today with new letters to all the conferees.

 

The key take-away: this is a fund that has the highest ROI of any other fund, so why punish the group doing the best work, especially for such a paltry (in the big picture, not to us) amount.  Also, this is a dedicated tax fund, with a dedicated purpose. Taking funds away to plug holes in unrelated budgets is neither the spirit not the letter of the law that created that fund so many years ago.

Clara: can you ask Denny for an update? I know that the final budget hasn’t yet been, well, finalized but what is the status of all our efforts? Did we get the money back in?
