Is there a established relation between NavMeshTestTool and Sample_TileMesh?

Since I have a lack of documentation on this, could anyone tell me what is the relation between
the class "NavMeshTestTool" and "Sample_TileMesh"?
I'd like to wrap a module for something similar to NavMeshTestTool, so that my custom objects can compose of
a NavMeshTestTool-ish object and things like m_polys doesn't reside in my objects class.
