While doing some local testing, I just received this message:

ERROR for site owner:
Localhost is no longer supported by default. To use it, add it to the list of supported domains.

will this be this way going forward or is this just a temporary glitch?

I added localhost to my https://www.google.com/recaptcha/admin#list and used those new keys and everything is ok now...I'm sure it was for agood reason but it was definitely disruptive.

Billy Clark is right.

For clarification purposes I would like to add that currently this doesn't work if you add the Localhost to an existing Api Keys host list.
You really have to make a new Api Key for localhost and use that one in your application.

I wonder why they chose to no longer support localhost by default. Guess we will now need to distinguish between development / testing and public Key sets for recaptcha.

Here's how I added mine:   Once I clicked Register I was taken to a page where I could see my both my Site key and Secret key.

Here is the answer from Google:

localhost domains are no longer supported by default. If you wish to continue supporting them for development you can add them to the list of supported domains for your site key. Go to the admin console to update your list of supported domains. We advise to use a separate key for development and production and to not allow localhost on your production site key.
