the error code was different from the others and didn't seem to be
documented.
You have to physically post the captcha in order for it to work. You
can't just manipulate the request directly and test it. This is the
mistake that I made. By physically posting the captcha, the challenge
gets encrypted before sending (via javascript).
Anyone trying to test validation manually, like me, will end up
scratching their head when the captcha fails silently. I urge
reCaptcha to add a special error code for this and document it on the
site. Thank you.
