reCAPTCHA is down

i am using Java/JSP development with the reCAPTCHA.

i am wondering how to track the reCAPTCHA system is down / offline /
not available.

can it be detected by any other ways besides than manually ping the
reCAPTCHA server? which is
1. http://api.recaptcha.net
2. http://api-verify.recaptcha.net/verify

What i mean i want to purposely simulate the case of reCAPTCHA is
down. for now, my reCAPTCHA is working just fine.
But i also wan to handle cases when reCAPTCHA is down (as reCAPTCHA is
hosted elsewhere, it can be not available in certain times), thus,
even when the reCAPTCHA is not available, my system still be able to
handle the user request.

The best option would be to have a script that periodically tries
fetching a challenge from
http://www.google.com/recaptcha/api/challenge?k=YOUR_PUBLIC_KEY and
also posts fake verification data to
http://www.google.com/recaptcha/api/verify.

On our end, we do our best to make sure the service has perfect uptime :)
