cannot access recaptcha admin site

When i login to google.com/recaptcha/admin, i get the following message:

You don't have access to this service. To request access, contact the administrator for your organization’s Google services.

If you’re a Google services administrator, you can turn on services. Learn more

I am the super admin for our Google domain, and have all G Suite and additional apps turned on for my account.  I cannot find any documentation as what service this is looking for, and opening a ticket for help with Admin console, they were not able to figure it out, as they didn't have much knowledge of it, as it is a developer tool.

I have the same issue. Did someone solve this? is this some geographical blocking?

You (or the administrator for your Google Apps account, if you are not the administrator) can enable reCAPTCHA by following the instructions here: https://support.google.com/a/answer/7646040. reCAPTCHA does not support individual control, so in order to enable or disable it, you need to follow those instructions which will affect all Google services that do not support individual control.
