recaptcha v3 returning 0.3 or 0.1 or sometimes 0.9 : not working correctly.

Hi , 

We implemented recaptcha v3 

We are creating token by passing action and then passing token to server side to get recaptcha score.

It works correctly for few requests and then start returning 0.3 as score for some request when we test it continuously. Once we wait and may be try next day request starts working correctly.

Also, same request returns 0.1 if browser use mobile emulator mode.

This is very inconsistent behavior and disappointing.
