Some external users logging on to our site get the following message when trying to register. We are using IE11. Has anyone seen this message before and if so what it is the fix?

It's describing what the users would see if users were allowed in without scripting, but in this case it looks like the site owner has probably left the site at requiring scripting.
If your browser is set to access the site in compatibility mode, then try removing that setting and see if it helps.

hi for me the problem was the Dial up internet speed
because captcha v2 only work for high speed for me
