Using reCAPTCHA as DDOS blocker

I read in this forum a post about using reCAPTCHA as effective blocker for DDOS.

There was mention about notifying Google if the expected volume exceeds 1 MM per day on an ongoing basis.
To be used effectively for DDOS blocking, reCAPTCHA may need to process 10-20 MM in a given day during an attack.
Of course, most of these are expected to fail the test, but the POSTs still need to be processed.

I can find no way to notify Google except through this forum.

Does anyone know how we are supposed to notify Google ?

The only thing we ask is to be contacted beforehand if you expect your site to constantly need more than 1 million reCAPTCHAs solved per day. reCAPTCHA is used by many large sites — we display over 100 million CAPTCHAs every day.

The word "contacted" is a link to the http://www.google.com/recaptcha/contact page which only provides links to this forum, the FAQ page and a press inquiries page.  There is no way to contact.  How/who would I contact if I expected to exceed 1 million reCAPTCHAs solver per day ?
