I just paid $40 for an 18x26" framing, including vacuum mounting, backing,
matting, frame, hanger, wire, and glass. You _can_ find more reasonable
framers, as I have.

It's a niche market and there aren't too many people doing it. Since I
have a business (sales tax) license for California, I am purchasing almost
everything I buy at wholesale. You might try that or join a local wood
group. I just sent in my app for San Diego Fine Woodworker's Association.
It's $20/year, the discounts at local LSV lumber yard will be dozen-tuple
that in no time, plus I'll have some neat people to talk to offline.

The problem is in the amount of work which goes into the molding they call
frames. It's choice/select wood, run through a shaper, sealed, gilded,
painted, stained (ick!) etc. Cutting them at precisely 45 degrees with no
tearout or chipping is an art. Rather than deal with that, I go to a full-
time framer. Since I'm in California, too, you might try Laurel Youde at
Picture This in Carlsbad. 760-436-4749 Even if you don't want the full
framing service, she might give you a break on price for framing wood.
(Michael's and Valu Craft are about 30% higher, but are 2 other options.)
I mentioned Laurel because I know (& use) her, plus she's a member of the
AHB (Association of Homebased Businesses) to which I belong. [I have no
financial affiliation with any of the 3 above-mentioned companies.]
