I'm beginning a project that requires clean PVC pipe but everything that
is available locally is marked with ink or paint. Is there an effective
and safe chemical I can use to clean this off with?

Thanks

Next to the PVC glue will be a PVC cleaner/primer. DON'T get the purple
stuff. Be careful when you clean it. It is: 1) is noxious and 2)
softens the pipe a bit and needs to re-harden before you should handle
it (a few minutes tops)

Norm,
Effective yes, safe-that depends on your definition of safe. Anything that
is going to remove ink or paint has VOC's in it. Anyplace that sells PVC
pipe also sells PVC cleaner which is mostly acetone. It comes in a small can
with a cap containing a dauber. You can put some on a rag and clean all of
the writing off in a jiffy. Use a filter and plenty of fresh air ventilation
or do it outside.

Acetone is effective. "Safe" depends on method of use and your tendency
to be sensitive to it. I am not overtly sensitive to it, but always use
it outside with a nice breeze blowing (either artificial or natural). I
like my brain just the way it is, thank you very much. Those who may
wish to question the last sentence are free to do so.....

I've sanded off the markings, but I don't know if that will leave a finish
that you like. I suppose you could use fine sandpaper and progress to even
finer.

Use acetone to take off the ink then you don't lose time sanding and
all you have to do is prep for finnish.

Yes, MEK is the usual PVC solvent. Acetone is very similar to MEK chemically,
but with the advantage (in this case) that it evaporates much faster.

I see all these responses that use solvents that dissolve the pipe.
Add Tetrahydrofuran as goot solvent.

But if you want something that will not screw up pipe surface try
alcohol ethanol or methanol. The ethanol is pretty safe as long as
you dont use absolute alcohol.
