I hope this helps you. i was in thailand jan. and february 1994, and didnt sail at all,
however i saw some ok spots.
Koh Samui probably has some rentals available, but i bypassed that island and went to the
(slightly) less busy Koh Phangan to the north. I stumbled over a nice little bungalow
operation on the north-west part called "Beach 99". They have some classic Cobra short and
long boards and decent rigs. their rates are about 4$/hr. While i was on phangan it blew
only 8-10 kts. and dead offshore so i didn't go out- there was lots else to do however!
Hopefully you will have better luck wind-wise.
I spent a week on the west coast (krabi, koh pp) and didnt see any whitecaps or
rental spots, but i really wasnt looking that hard.
Actually, the best sailing spot i saw by far was at a place called Natrang in
Vietnam. It was 25 kts and good chop all of the three days i was there, but unfortunately,
no gear to be seen!
Finally i would like to say that while i was not too impressed with the sailing
situation in Thailand, its a definetely a fun place to visit. Have a great time, and good
luck finding some wind!
