PAL is the European TV standard (as opposed to NTSC in the US and Canada).
Resolution differs, not sure about frequency. Usually, if you stick your VHS
tape recorded in NTSC (i.e., in the US or Canada) into a VHS vcr and play it
on a European TV, it'll look similar to the locked out commercial channels on
your cable. You'll be able to tell that something is going on, but that's
about it. However, you can go to a professional and have your tapes
converted. Cost for that has come down as the equipment has gotten cheaper.
Would probably still double the price of the tape for him, though.

PAL = TV Transmission format used in most of western Europe & UK. Not
France. As opposed to American NTSC system. On the other hand might be a
copy for his pal like Tauras says.

"Never the same color" is one I've heard video people mutter.
