July-October 1999, which place to windsurf

Im planning to take a part of my study somewhere abroad, and would like
to be able to windsurf in the same while. Can anybody recommend a place
somewhere in the world with nice wind statistics and temperature in this
period. It don't have to be close to a university, as I am to do an IT
project together with some company.

If anybody have suggestions of where to live/"exchange student like
things" etc. and maybe a company that's interested in project work for
free(with some educational objectives) then Im very interested.
