Locked Supply Reel - Panasonic NV-RX18B

I was watching some stuff which I had recorded using my Panasonic NV-
RX18B when the tape jammed and the camera switched itself off. I turned
it back on and took the cassette out to find a small section of tape had
unravelled. The display was now reading F02, which I looked up in the
manual and it means the error message 'locked supply reel'. I thought
that perhaps one of the cogs in the tape mechanism had got stuck, but it
all seems to be moving fine with my finger. Does anyone have any ideas
what is up with it? Could I possibly fix it myself? If not, is it going
to be expensive to fix?

I have had it since Christmas, and the person I bought it off had only
used it twice (and I know for a fact this is true). Should it have
'broken' as soon as it has? I use it roughly an hour every week. Surely
this can't be excessive use can it?!

If you use the camera roughly even for five minutes, let alone an
hour a week, this could cause damage to it-----always be gentle with
such a delicate device.
