I, too, have noticed this problem. I was using the EVC-100 as the source deck
in my Video Director setup and the accuracy was less than acceptable.
Fortunately, I got my 801 back from Sony and surprizingly all fixed, so now
I use the 100 as the record deck and the counter doesn't matter.
I'll be talking to the tech @ sony either today or tommorrow and I'll see if
he knows of this counter problem.
Other than that, the 100 is a nice deck for what it does...

OK, so what reasonably priced (admittedly in the eye or pocketbook of the
beholder) Hi8 deck would be good as an edit master in a LANC config??

This isn't a design flaw - a design is something the deck should do but
doesn't. All my decks that are not time code decks have this problem. This
includes my SHVS as well as my 8mm/Hi8mm decks. The difference can be from
5-15 seconds to minutes. In general my 8mm decks seem to be the worse.
However the bottom line is if you want frame accurate editing you want a time
code deck like the CVD-1000.
