It usually means that the VCR will play back S-VHS tapes but with
standard VHS quality. My son has a Panasonic model (I forget the #)
which does this and I regularly loan him S-VHS tapes. To my eye the
quality of playback of these tapes is slightly better than that of
VHS tapes, but many variables were uncontrolled (differences in machines
etc.). Certainly the quality is no worse than regular VHS.

It will play an S-VHS tape, but with none of the added luma resolution
that true S-VHs playback would give. Ordinarily an S-VHS tape would
be unwatchable on a VHS machine.
