1) Firstly the islands are a Collectivite Territoriale, the departmental
status was revised in 1986 by the french parliament.
2) I resent comments like "dinky". These islands have been used by the
french as a fishing post since the early 1520's.
3) The current population is around 7000, not 1000.
4) Saint-Pierre Miquelon televisions are usually Multi Standard, if the TV
is only NTSC, the local television system also broadcasts the Sound for
the then Black and White french signal on the FM band. The reason for the
SECAM system is because this is a french island and they use french
technology. The real question is, why did Canada choose NTSC (never
twice...) anyone who followed your line of reasoning would ask "is Canada
an American puppet?"
5) I grew up in Saint-Pierre, and watched the CBC from Newfoundland on VHF
and UHF as often as I watched RFO.

Don't be such an ass. The subject of who "owns" St.Pierre and Miquelon was
settled a long time ago, and everyone, including the Canadian government,
acknowleges that it is French territory.
Your reply is rude, factually in error, and displays an abysmal lack of
knowlege of North American (and South American) history.
Please go back to worrying about your beer and stop embarassing the rest
of Canada.
