HELP: Uniden UST-730 Actuator Control. Moves to EAST but not to the WEST.

I have a Uniden Satellite System and I need some help to fix a problem.
Here is what I have:

Uniden UST-6000 Reciever
Uniden UST-730 Actuator Control
Uniden UST-705 Actuator Arm on the Dish (Manfactured by Von Weise, Model
V03966AA76)
Power Supply is for a UST-750 Actuator Control and the UST-705 Actuator Arm.

The UST-730 Actuator Control supplies power to Actuator arm in the "EAST"
direction but not in the "WEST" direction. I opened up the Power Supply
and took readings on the Voltage coming from the UST-730 Actuator Control.
The Power Supply has two 24v Relays. When the "EAST" button is pressed on
the UST-730 Actuator Controller, the voltage coming from the Controller
checks 24.1 volts and energizes the relay. In the "WEST" directon, the
voltage coming from the Controller checks 9.5 volts does not energized the
relay.

Another problem is that the power supplied to the Actuator Arm is only
13.1 Volts which is too low. The Von Weise are is rated for 36 volts @
1.48 amps.

Any ideal what I should check next on these two problems?? I do not have
schematics of any of the equipment. Anyone know where I could find them?
Any help to solve this problem would be appreciated.

Try this first. Reverse the two wires going to the motor at the actuator
(these are the heavy gauge wires). Hit the East button and see if the
dish moves West. If it does not, Hit the West button and see if it moves
East. If the motor only goes East, it could be that the motor is shorted.
(It could be that the winding shorted to the case, and thus the dish, and
because the receiver is connected to the ground to the dish, the motor
shorts out in only one direction.)

If the dish moves West, the problem is not the motor but lies within
the receiver. I would suggest disconnecting the motor entirely. Next (if
your volt meter is digital) connect the volt meter in place of the motor.
Hit the East and West buttons. One direction should be a positive
voltage, the other the same (or close) but negative. Should this not
happen, swap the relays and see if the problem follows the relay. If not,
start checking the transistors that drive the relay that does not work.
If the problem follows the relay, replace the bad one. It seems to me
something is causing a short. I do not know for sure but the actuator
unit might only engage one relay to turn on the power and use the other to
flip the polarity. In other words you might move it West and the unit
will engage one relay, hit East and both relays engage (one is turning on
the power, the other selects the polarity.)

P.S. The first control box I had amounted to a 18 volt transformer, a
full wave bridge rectifier, and a DPDT switch. The dish moved slow, but
did move. Considering I had to move it manually, this was a plus. As
long as the dish moves (and the receiver/mover isn't damaged) then don't
be too concerned.

Thanks for the reply! I did check the relays in the power supply but I
don't believe that is the problem. I switched the relay that is bad
(west) with the good relay (east) and the same thng is happening. Also
the relay in question works fine on the east side. It seems that the
problem might be in the UST-730 Control.

So this the lattest: I am getting the full power (40v) to the east side
now but nothing to the west. The relay is not kicking in on the west
side. The voltage checked 9.5 volt going to the relay and can be seen to
move just a little but did not energize. For some reason, the last time I
checked the voltage was at 0 volts.

Anything else I might check? In the control?
