Advice ref AVI to DVD please

Hi I am having some issues when burning an AVI file to DVD (UK format)
The problem is the picture is a bit jumpy when played back on a DVD
player. I am converting the avi file to PAL during the burn process.
Could somebody advise on the best software to achieve a quality
recording and the best settings to make this possible. All help would
be very welcome.
