I'm not familiar with MPG2CUT2, but VirtualDub-MPEG2 is free and may
do what you want.

If there was something free that works just as well, Videoredo
would be out of business pretty quick. If you routinely edit
MPEG files it's the best $50 you'll ever spend. I've tried
almost every MPEG editor ever written, and Videoredo is
the only one that has produced consistent, predictable, frame
accurate results every single time. It's also one of a very few
programs that I paid for, after having initially downloaded a
cracked version in usenet's binary groups. It's that good.
For the simple cut edits you describe there is nothing that can
compare to VideoReDo. It has other functions that improve
your MPEG's conformity to the DVD standard and correct lip
synce issues. If you work with MPEG you will eventually buy
VRD, you might as well go ahead and get it now.
