What is the best PC TV Tuner card? I am looking for one, but reviews are scarce at best... :(

Hi I have been looking for a TV tuner card, but the only reviews
I have been able to find (in C/Net and some in PC Mag) really
just scratch the surface (and are very incomplete or plain wrong).

In C/Net they had wrong specs for almost every card (I looked in
the card's website) and none of them had pics to compare quality.

So I turn to you, could anyone rave about the pic quality of the
TV Tuner cards they have come in contact with. Any with TV Outs?
That work with Web TV for Win.

ATI(TV Wonder) vs. 3dfxTV vs. Asus(TV) vs. Hauppage?
