I don't get the joke?
You have asked some odd video editing questions, but this
has got to take the cake.
To answer the question, yes. That assumes that you don't
have some odd definition of "recompile". In the case of
some formats, such as MPEG, to remove the parts in a
frame accurate fashion you may need a program that can
Decode and then Encode some of the frames so as to
maintain the GOP structure of the video.
There are tools available to cut and join all video formats.
You might look up the definition of "Video Editing".

If by 'recompile', you mean re-encode, then yes, many editors can do this,
including the free VirtualDub and AviDemux.
Look for a feature called 'Smart Rendering'.

cuts only when exporting a new file of edited footage...

Yes, there are likely software applications that will allow simple cuts-only
editing of most any video file codec/format. Probably not a single app
that will do ALL different formats. (virtualdub notwithstanding)
A more specific response would require a more specific question.
It's a question not a joke Ken and there is nothing odd about it. I
got the answers I wanted from others in this forum who were very
helpful.

VirtualDub works well for cutting sections from AVI format videos without
reencoding (you need to set the video and audio processing to "Direct
Stream Copy").
VideoRedo works great for cutting sections from MPG videos without
reencoding.
I'm not familiar with cutting MOV or WMV files.
