Avi to MPEG or Get a Pro MPEG Encoder card?

I was wondering. Would I achieve better MPEG-1 video files (VCD 2.0
compliant) if I Captured to MJPEG AVI (720X480, 6mb/sec) then
deinterlaced and resized to 352X240, then encode with LSX encoder or
MegaPEG? Or should I get a pro MPEG realtime encoder card?

You achieve better quality, if you capture MJPG at 352x240
(one field only) hi-quality setting (say 1-2Mb/sec for
Card mit Zoran Chip on or 80-90 qulity-factor for RealTime MJPG-Codec
from http://www.mainconcept.com)
and recompress it later to MPEG-1 (AVI2MPEG (free) makes it quite good)

Getting an MPEG encoder card is your best answer if you have access to
the tapes still. If not, there is a product called MPEG Cut Machine
that will convert AVI files to MPEG-1 files, MPEG Cut Machine also does
VCD work as well, in fact it's geared towards making VCD's.

There is no information about "MPEG CUT MACHINE" on your website.
